SUMMARY:
The Human Resources (HR) Specialist assists with the resolution of complex employee relations matters, conducting investigations, and providing guidance on sensitive human resources issues. The Specialist is responsible for supporting the development, implementation, and maintenance of policies, procedures, notices, and employee handbooks to ensure compliance with federal and state laws. The Specialist provides policy guidance, updates employment procedures, and maintains accurate employee records. Other key responsibilities include supporting FMLA, COBRA, and performance evaluation processes.
MINIMUM QUALIFICATIONS:
- Associate’s degree with SHRM or HRCI certification; or Bachelor’s degree (or equivalent) in Human Resources, Business Administration, or a related field
- At least five (5) years of experience in human resources
- Strong organizational skills with exceptional attention to detail and accuracy
- Demonstrated ability to handle sensitive information with confidentiality
- Excellent interpersonal skills, demonstrating courtesy, tact, and sound judgment
- Strong verbal and written communication skills
- Proficiency in Microsoft Word, Excel, PowerPoint, Zoom, and Google Suite
- Proven ability to prioritize, act independently, work under deadlines, and manage multiple projects simultaneously
PREFERRED QUALIFICATIONS:
- SHRM or HRCI certification
- Demonstrated ability to think through/implement policies and procedures independently
- Experience with electronic personnel file systems
- Possess or willing to obtain Human Resource Specialist (HRS) Certification through Michigan School Business Officials (MSBO)
- Previous experience working in an educational setting
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Provide support and guidance for sensitive and specialized human resources concerns
- Assist with the resolution of complex employee relations issues, conducting effective, thorough, and objective investigations
- Update and maintain Agency policies, administrative guidelines, and notices
- Inform employees of policy changes and updates; provide policy guidance and interpretation
- Draft, revise, and maintain employee handbooks in compliance with federal and state laws
- Support the development, implementation, and maintenance of Agency procedural documents
- Maintain up-to-date knowledge of employment laws and regulations, including Public Employee Relations Act (PERA), Americans with Disabilities Act (ADA), Fair Labor Standards Act (FLSA), Title IX, and Workers' Compensation
- Implement and ensure compliance with FMLA, COBRA, and Workers’ Compensation processes
- Provide regular data updates to Employee Assistance Program (EAP) provider for administration of benefits
- Support performance evaluation processes for Agency employees
- Ensure current credentials and certifications are maintained in employee personnel files
- Generate employment contracts and employment-related documentation
- Ensure all employment contracts are signed and filed appropriately
- Maintain up-to-date job descriptions for all employees
- Assist with the maintenance of employee records, ensuring accuracy and compliance
- Ensure compliance with local, state, and federal reporting requirements, including OSHA and Workers’ Compensation
- Conduct research related to human resources policies, compensation, and labor negotiations
- Support administration of substitute staff processes for agency classrooms and programs
- Provide support for recruitment efforts as requested
- Serve on Agency committees as requested
- Perform other duties as assigned

- Demonstrated experience exercising confidentiality and sound judgment in dealing with local districts, staff, students, and operations
- Ability to work on multiple projects and maintain proactive communication with stakeholders
- Ability to deal with issues in a fair manner, treat diverse populations and personalities with dignity and respect, and act in a highly ethical manner
- Ability to work in a fast-paced environment yet maintain flexibility in thinking and actions
SPECIAL CONDITIONS:
- Must keep the affairs of Marquette-Alger RESA and LEAs confidential at all times.
- Must uphold confidentiality of privileged and sensitive student/staff information
- May require occasional regional job travel using personal vehicle
- Occasional overnight travel downstate for conferences and activities of professional organizations
TERMS OF EMPLOYMENT: Full time; 12-month position; non-union; Must have regular and reliable job attendance, performance, and the physical ability to do the job

COMPENSATION: Salary range of $59,306-$72,939 (i.e., Grade 4 on Marquette-Alger RESA Non-Affiliated Salary Schedule); Full benefits package; Michigan Public Schools Employees' Retirement System
