SUMMARY:

The Special Education Supervisor coordinates and supports special education services in assigned local districts, and ensures the consistent implementation of high-quality special education evaluation practices and procedures. The Supervisor provides leadership in areas such as student-centered problem solving, instructional best practices, behavioral intervention. 

ESSENTIAL DUTIES AND RESPONSIBILITIES:  

  • Coordinate, support, and monitor the delivery of special education services in assigned local districts.
  • Provide guidance to district staff to ensure consistent implementation of compliant and effective special education evaluation practices and procedures.
  • Establish and implement a comprehensive and sustainable professional development series for paraprofessionals and other school-based support personnel.
  • Work closely with the Director of Multi-Tiered System of Supports (MTSS) 
  • Design and deliver professional development to educators on topics including special education law, evaluation procedures, effective instruction, and behavioral support strategies.
  • Support local districts in developing and implementing instructional and programmatic solutions that improve outcomes for students with disabilities.
  • Lead or participate in educational planning meetings such as IEPs, Functional Behavior Assessments (FBAs), Behavior Intervention Plans (BIPs), manifestation determinations, and multidisciplinary evaluation teams.
  • Serve as a knowledgeable resource for parents, caregivers, and community partners regarding special education processes and supports.
  • Provide support and guidance to districts in addressing the needs of students with complex behavioral challenges.
  • Serve as a leader or active participant on school-based behavior problem-solving teams to guide the development and implementation of FBAs, BIPs, and proactive behavioral supports.
  • Promote the use of evidence-based behavior interventions, restorative practices, and alternatives to suspension.
  • Assist school teams in accessing external behavioral supports and coordinating wraparound services when needed.
  • Develop and disseminate tools, resources, and guidance aligned with legal requirements and best practices in special education.
  • Build district staff capacity to support inclusive, student-centered educational programming.
  • Provide technical assistance on state and federal special education requirements and support districts in maintaining compliant documentation and practices.
  • Facilitate public awareness initiatives and provide leadership in curriculum development and program evaluation within the region.
  • Collaborate with RESA staff, local education agencies (LEAs), and community organizations to strengthen special education systems and services.
  • Lead or support special education improvement activities at the district and RESA levels.
  • Recommend new policies or revisions to existing policies that support best practices and compliance.
  • Ensure students with disabilities are served in the least restrictive environment and that appropriate service continuums are in place, including procedures for referrals, consents, evaluations, IEPs, instructional content, and follow-up activities.
  • Assist the Executive Director of Special Education and LEAs with budgeting and personnel recruitment.
  • Represent Marquette-Alger RESA at local, regional, and state meetings, as well as RESA committees, advisory councils, and professional gatherings.
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS:

  • Master's Degree in Special Education, Administration, or Equivalent 
  • Michigan approval as a Supervisor of Special Education or eligible for State of Michigan approval or temporary approval as Supervisor of Special Education pursuant to Rule 340.1751
  • Valid Michigan Teaching Certificate with endorsement in at least one area of special education
  • Five years of teaching experience (or equivalent) at the secondary level of K-12+ education 
  • Knowledge of State of Michigan special education rules and regulations, staff management, corrective discipline, finance, state and federal special education law
  • Demonstrated ability to work in a collaborative manner with parents and professionals
  • Excellent communication skills, including verbal, written, facilitating, coaching, and leadership
  • Proficient in technology including Microsoft Office (e.g., Word, Excel, PowerPoint), Google suite of products (i.e., gmail, calendar, Google drive), Zoom
 

PREFERRED QUALIFICATIONS:

  • Prior administrative or leadership experience
  • Knowledge of or direct work experience with departments/programs to be supervised
  • Experience developing and leading professional learning 
  • Experience developing and delivering specially designed instruction for students with disabilities 
  • Training in de-escalation techniques
  • Demonstrated experience designing and delivering professional development to educators

SPECIAL CONDITIONS:

  • Must keep the affairs of Marquette-Alger RESA and LEAs confidential at all times 
  • Must uphold confidentiality of privileged and sensitive student/staff information
  • Routinely requires regional job travel using personal vehicle
  • Occasional overnight travel downstate for conferences and activities of professional organizations

TERMS OF EMPLOYMENT: 215 Day Contract; non-union; Must have regular and reliable job attendance, performance, and the physical ability to do the job

REPORTS TO: Executive Director of Special Education

COMPENSATION: Grade level 9 per the Board-approved non-affiliated salary schedule for 215-day contract. Compensation includes a full benefits package.
