SUMMARY:

The Grants Specialist maintains up-to-date budget tracking, performs administrative tasks associated with the Great Start Readiness Preschool (GSRP) grant received by Marquette-Alger RESA, and supports the implementation of other early childhood program grants. Responsibilities include, but are not limited to, developing budgets, overseeing grant tracking processes, ensuring compliance, conducting internal audits, creating/submitting reports, managing early childhood data, and providing guidance regarding existing and prospective GSRP/early childhood grant opportunities. The Grants Specialist works collaboratively with Agency staff and community partners to ensure compliance with federal, state, local, private, and Agency-wide grant policies and requirements. The Specialist will support GSRP subrecipients in program compliance and data management.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Serve as a liaison to Marquette-Alger RESA leadership and consultants on all matters pertaining to GSRP grants and special projects, from proposal development to closeout, to ensure full revenue recognition
  • Monitor/track status of funds, personnel, budgets, and activities related to all GSRP-funded programs and early childhood initiatives
  • Consult/coordinate proactively and effectively with administrators, consultants, and subrecipients regarding GSRP deadlines and concerns
  • Provide ongoing financial oversight and support for GSRP/early childhood program grants and contracts including but not limited to tracking of funds, evaluating expenditures, preparing/submitting reports, and developing budgets
  • Ensure overall compliance with financial and administrative aspects of GSRP/early childhood program grant awards, as well as adherence to all federal and state rules
  • Create, submit, approve, track, and amend grant applications using Michigan Electronic Grants System Plus (MEGS+), Grant Electronic Monitoring System (GEMS), and Next Generation Grant, Application and Cash Management (NexSys)
  • Ensure financial reporting for GSRP / early childhood program grants is accurate and timely
  • Review grant invoice requests, reimbursement claims, and/or post-expenditure allocations ensuring costs are allowable and proper documentation is submitted
  • Develop and maintain a calendar to track and monitor progress of grant deliverables and final reports to ensure required deadlines are met
  • Collect, review, and manage information needed from subrecipients required for GSRP program allocations, service plans, and fact sheets required by the Michigan Department of Education (MDE)
  • Provide education, support, and technical assistance regarding GSRP program requirements to community partners, subrecipients, and stakeholder groups
  • Maintain GSRP program accountability spreadsheets and databases
  • Run and analyze compliance/monitoring reports, review subrecipient budgetary submissions, and initiate actions to correct significant variances as necessary
  • Recommend and implement changes to optimize Agency systems, protocols, and procedures related to grant acquisition, monitoring, and program implementation
  • Monitor spending on grants and contracts, and determine if budget modifications are needed
  • Independently gather, organize and retrieve data as needed on a variety of topic areas
  • Coordinate financial audit preparation with respect to grants and special projects
  • Provide guidance to local districts regarding administration of grants and allowable uses of funds
  • Participate in committee meetings as directed
  • Perform other duties as assigned
 

MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree in Finance, Business, Public Administration, Accounting, Education or a related field
  • Experience working with grant applications/reporting processes
  • Excellent verbal, written, and interpersonal communication skills
  • Demonstrated ability to implement a customer service philosophy and a strategic problem solving approach
  • Knowledge of financial planning and budget development processes
  • Proven ability to prioritize, act independently, work under deadlines, and implement several tasks at once
  • Ability to organize integrated systems and processes
  • Excellent organizational, computational, and computer skills, including a strong working knowledge of Excel
  • Strong attention to detail and accuracy in performing work


PREFERRED QUALIFICATIONS:

  • Demonstrated ability to think through policy and procedure at both strategic and detailed levels in a highly organized manner
  • Previous experience working in an educational setting
  • Possess or willing to obtain Michigan School Business Officials Business Office Manager certification

  • Excellent communication skills, including verbal, written, facilitating, coaching, and leadership
  • Ability to work on multiple projects and maintain proactive communication with stakeholders
  • Ability to deal with issues in a fair manner, treat diverse populations and personalities with dignity and respect, and act in a highly ethical manner
  • Ability to work in a fast-paced environment yet maintain flexibility in thinking and actions

  

SPECIAL CONDITIONS:

  • Must keep the affairs of Marquette-Alger RESA and LEAs confidential at all times.
  • Must uphold confidentiality of privileged and sensitive student/staff information
  • May require occasional regional job travel using personal vehicle
  • Occasional overnight travel downstate for conferences and activities of professional organizations
 

TERMS OF EMPLOYMENT: Full time; 12-month position; non-union; Must have regular and reliable job attendance, performance, and the physical ability to do the job

 

REPORTS TO: Chief Financial Officer

 

COMPENSATION: Grade level 4 per the non-affiliated salary schedule (i.e, $59,306-$72,939 based on prior Grants Specialist experience). Compensation includes a full benefits package.
